Problem with snapshot

I have a PDF of a scientific paper. I can usually easily mark and copy content from a PDF and then paste it into a ppt slide. But with this document, it won't work. I can mark a section but then only the top bit of the marked section is highlighted and can be copied. Also, I don't see the snapshot tool in any of the menus.
