Problems with reader dc and windows 10

When I try to open a an Adobe PDF  I get the message cannot open the document because it isnt supported or it is damaged.  When I go to help and repair installation I get  this app was unable to start correctly (0xc0000022)  followed by a box with a red x  saying C;\Program Files (x86)\common Files\Adobe\ARM\1.0\ADOBEARM.exe    unspecified error.

The repair gathers the info then starts to repair but stops after a second or two followed by those messages.

I have uninstalled and reinstalled numerous times and get the same messages.

HELP PLEASE
