Process stuck open in task manager and not allowing new documents to open for multiple users in a terminal server environment

I have tried making changes the the settings but users keep having issues with not being able to open adobe files. The process gets stuck in windows task manager and needs to be manually closed to allow new files to open. Are there any configuration settings that should be set in a terminal server environment? This issue has become a rampant problem occurring very frequently and to random people logged in.
