Protect from Editing But Still Allow File to be Combined with Other Files

I am looking to protect a set of documents from all editing (including printing to Word) EXCEPT I want to give the user the ability to combine any documents from the set into one document. Is there a way to do this?

Not into one regular document. Any document can be combined into a portfolio.
