Ok. There are a few different products and services you could be referring to here.
This is the Adobe Acrobat Reader forum. A free software for viewing and printing pdf files plus a few other items. If the forms are fillable, then you could fill them out just using Reader. If you want to create or edit pdf files (other than filling out forms) you would need a costlier solution such as the full version of Acrobat: Adobe Document Cloud | Adobe Acrobat DC . You would need to purchase a license for each user. You should probably contact their government department for pricing since it may be cheaper than list price.
