RdrCEF.exe - Application Error

When the user first logs into the pc they get a pop up saying RdrCEF.exe - Application Error The application was unable to start correctly (0xc0000201). Click OK to close the application.

They do this 6 times then it lets Adobe DC open with no problems after that.

I have uninstalled and run the cleaner and then reinstalled the program. This worked the first time this happened (about a year ago). Now it doesn't work. I have changed the Preferences under General to not show "Show online storage when opening files" and "show online storage when saving files" This did not work.
