Reader DC v20 process stays running after using sign and fill and then closing window. (not in IE)

Users are opening a PDF, using Fill & Sign to make their changes.  After finished then will close the Reader window.  It asks if they want to save, they say no and the window appears to close.  However the AcroRd32.exe process stays running.  When they try to open another PDF it spawns another process but the reader window never opens. 

If processes are manually killed in task manager the user is able to open a new reader window. 

Win10 1809 64 bit
