Reader Will Not Open

Hello,

I have a user who is experiencing the following issues with Adobe Reader DC:

* When opening a PDF NOT as Administrator, he receives the following error message: "The application was unable to start correctly (0x0000022). Click OK to close the application.) Clicking OK just causes the popup to reappear; the window has to be closed before popups stop showing up. He is able to launch the program itself (clicking on the Reader app in the Start Menu) without any problem. This issue has been persistent for almost 2 months; running Adobe as Admin has been the workaround.

* Now, when launched AS Administrator, the program doesn't open. Two processes for Adobe are visible in Task Manager but no window appears. THIS issue is intermittent, with no rhyme or reason as to when it happens.

CURRENT WORKAROUND: Launch Reader app NOT as admin > close Reader > Switch "run program as administrator" back on > PDFs will now open normally. This "fix" works for a random amount of time between a few days and a few weeks.

Windows OS: Windows 10 Pro, 64 bit

Adobe Version: 2019.010.20069

User does not use a login for Adobe.

Have already run a repair.

Have already uninstalled via the cleaner tool and reinstalled.

Have checked for updates in Adobe, Windows Update, and Dell Command Update.

User restarts his computer at minimum ever 24 hrs or so.

Have repaired the 2013 C++ Redistributable.

Does anyone have any suggestions for this? With my luck the issue's going to pop back up soon and I'm out of ideas for what to try next.
