Rectangle Tool

It may be a goofy question, but it has driven me INSANE. When using the Rectangle tool, If you go to change the color, the first option is "Fills."

Is there any way to flip this so the first option is "Borders" instead? Or at least a way to add the "No Color" option on the quick select colors?

I accidentally change the fill color almost every time, and then I have to go into properties and change it to No Color and then change it to default. I do not know why but I just keep making that same mistake over and over again.
