Relative links not functioning in Reader DC from a flash drive

I have created links in a PDF to open other PDF documents within the folder structure.  The folder structure was created on my desktop (relative links).  I copied the entire structure to a flashdrive and the links work using Adobe Acrobat Pro.  However I don't know if all my end users will have Acrobat Pro DC.  So I tested these links using Reader DC and they don't do anything.  I click and nothing happens. 

I have already tried checking and unchecking Security settings and Trust Manager and they still don't work.

Is this possible?

    Turns out it was only my WIndows10 computer that was having an issue.  I unchecked the Protected View without any file open and then tried the files again.  It worked.
