Remember current state of tool pane doesn't seem to work.

Hi, 

 

I got the box checked but not sure why it doesn't seem to be working. Seems to be buggy/glitchy. Tried going through some fix such as repair but doesnt seem to work. Are there anyone experiencing the same or knows how to get around this? Appreciate it!

it also seems to be happening only to recent PDF files that was create.

also the comments tool opens itself after a few seconds of opening the PDF. that's pretty strange.
