Required to save pdf before it will open

I receive work orders/purchase orders from clients.  It comes in an email:

"Please click the link below to view the purchase order. PO1859602"

It is required to save the PO before it will open for me to view.  If I cancel the save, I'm not able to view the pdf.  I must save the PO to view it. 

How do I turn this function OFF?  I drives me crazy.  No one else in my office that gets the same email has to save it.
