Resizing and repositioning sticky notes?

I am running Adobe Reader v15.x under Windows 10 (the latest version, apparently).  I can no longer resize or reposition either the sticky note icon nor the note itself, like I used to be able to do in previous versions.  The icon lands only approximately where the cursor is, and the note is frozen against the right margin of the page.  Placing the cursor on the edge of the note shows the two parallel "grab lines", and placing it on the corner of the note shows the diagonal grab bar, but the note will not move or change size.  I've read the other postings about changing the pixel dpi, but that has no effect for me.  Is this a known bug is the latest version of Adobe Reader?  Or is there some other setting I must change?
