Run in AppContiner

I'm attempting to Enable and Lock down Run in AppContianer by modifying the registry.  If I enable Run in appContiner it works fine but if I enable and lock it down the check box disapears and the option is grayed out.

    Run in app enabled and locked down..  For some reason the setting seems to be just locked down there is no check mark displayed.  You can also see that the regedit is correct.

    I have removed benableprotectedmodeappcontaine option from the reg and I get the results displayed in the screen captures.
