Is it possible to set up a PDF document that would not allow the recipient to modify, forward, save or print it?

    The answer above is not very complete. First of all, none of it is possible using the free Adobe Reader. You need Acrobat to be able to do it.

    Secondly, you can't prevent someone from forwarding or saving the file, only to modify or print it, and even that is easily overcome.

    Print and modify, yes, though some software ignores the setting. The others, no.

    Enterprises might look at LiveCycle Rights Management. Can’t stop forwarding or sharing but can control who would use such a copy. Also MS Office docs. Sweeping changes, likely to need board level buy-in.

    Thank you for your response, but I don't see how to lock down their ability to save the file.

    As try67 said, the free Reader will not do any part of what you want... you have to buy Acrobat
