See but can't read comments in PDF

Hi, I have a PDF that someone has populated with comments/stickies. I can see the icons for them but they aren't clickable. When I open the Comments sidebar it says "No Comments Yet." I've tried this with both Acrobat and Acrobat Reader. Help? Thanks!

    The file has been flattened and the comments converted to static images. There's nothing that can be done about it.
