Set default view to open docs

I have tried all of the suggestions I could find in this and any forum online. I still cannot force Adobe Reader to open documents at a size that I want. Is this possible in the latest Adobe Acrobat Reader? I don't want the program to fill the page, sometimes I can get the document to be a certain zoom, but the program still fills the entire screen. I have set Minimize in properties, tried just about every possible combination of settings in preferences, and View, nothing is held once you close the program.

This is most frustrating Adobe!! (If you are listening)

    It's now 2021 and I don't see a solution yet.
