Setting Chrome to open PDFs in Adobe Reader by default in Group Policy Management.
everything I'm reading says it can only be done thru local group policy.

This isn't something Adobe Enterprise Admin Portal can manage. You can change Chrome settings through a policy deployment package via your IT department.
