I need to markup a document and email only marked pages. Do I have to buy a version of Acrobat to do this?

Yes, or a similar application. Either way, it's not possible in the free Reader.

Thank you. But can you tell me what version of Adobe, if any, WOULD allow this feature? I'm willing to pay for it, but don't want to waste my money on a version that still doesn't have that function.

Any version of Adobe Acrobat (either Acrobat Standard or Acrobat Pro) can do it. Acrobat DC is the current (subscription-based) version. There's also Acrobat 2020, which is a perpetual license version, but that's less recommended.

It can even be done using the online services offered via Adobe PDF Pack.
