Signature validation tool bar

I have two PDF documents with digital signatures.  One has the blue tool bar at the top indicating "At least one signature requires validating.  Please fill out the following form.  You can save data typed into this form."  On this document I can right click on the signatures and it gives me the option to validate the signature.  On the other document,the blue bar does not appear on the other document, and I do not have the option to validate the signatures when I right click on them.  The documents were sent by the same person and I am using Adobe Acrobat Reader DC (2015) version 15.006.30392 to read the documents.  I need to be able to validate the signatures.  Does anyone know why the blue tool bar would not appear on the document?
