reviving this thread because I want smooth zooming with my touchpad. I have the smooth zooming enabled however that only gives smooth zooming if I toggle the zoom with my mouse pointer. I want it to zoom smoothly when I use the scroll on my touchpad.

Before we point you to the right steps, could you confirm how you are interacting with your device? Specifically, are you using a physical touchpad on your laptop, a Bluetooth-connected touchpad, or a touchscreen display directly?
In the meantime, if you are using a touchpad, please try the following:
Go to Windows Settings > Bluetooth & Devices > Touchpad > Scroll and Zoom and confirm that Pinch to zoom is toggled on.
Also, check under Advanced Gesture Configuration that no conflicting gesture assignments are in place. Restart Acrobat after making any changes and test again.
If this does not reflect your setup, please share the following so we can assist further:
Your current Acrobat version under Help > About Adobe Acrobat, your Windows version, and a brief description of the device you are using to interact with the screen.
