Some comments not visible until expanding

I have a few users that are having a problem with viewing comments in Adobe Reader DC (Free). They see some of them but not all, and while the comments are in the doc and appear on the right-hand side of the page, they need to click on them and expand them to view them but if I use another PDF reader such as Phantom PDF, they show up right away. Is there a way to fix this? It's critical as they're dealing with mortgages so the numbers need to be accurate and they need to see all comments without any extra clicking
