Sticky note comments are not being accepted in Adobe Reader - any answers?

I don't think that it's "they aren't accepted."  I just have general issues with comments in PDF since the last update.

    1. It now takes an EXTRAORDINARY amount of time for the "quick web view" to start up, execute, and get to the point of actually asking where I want to save my comment changes to.
    2. It then takes another lengthy period to actually save.
    3. (This is where I think the problem is coming from for the OP) On restarting Acrobat Reader, the comments that I just saved do not appear unless I scroll past the point where they were saved.  Even after doing that, it takes a bit of time to actually recall the comment to the comment window.

The main reason I make comments is so I can jump back to that point very quickly.  For example, I downloaded Microsoft's UWP guide as a PDF since my Internet connection is "wonky".  I placed a sticky note/bookmark on the "TextBox" class in the guide, mainly because it's about 67% through the document, and I want to jump there quickly.  It's pointless, though, since, in order for the sticky note to appear, or any comment (highlights, et al), I need to scroll past the point where I placed the comment.

    "That's just not right, Man!"

    Hi

I found the Microsoft's UWP guide and downloaded it. I see that it was created with Microsoft's version of PDF, not with Adobe's. Adobe does not own PDF, as they gave it away to an ISO, and Adobe was not involved in the making of this one. There are also other PDF viewers that you could try.

Do you have the same problem with other PDFs?

I could not recreate the problem on my computer with the same PDF. How many comments do you have? And to confirm: the comments simply don't show up until you scroll in the pages, then the comments appear? Is it all of them?

What if (as a workaround) you open the document and press End (to go to the last page), then Home (to go to the first page? Does that make all of the comments appear?

What do you mean by "not being accepted", exactly? Are you able to add other types of comments?

Also, what version of Reader are you using, and on what Operating System?
