SVG Needed

I have a service manual that requires a SVG reader, the file is 281 mb and uses the browser to access, I have windows 10 and the latest updates but cannot access anything other than the loading page, after which it just goes to a blank page.

I have found nothing to help with this loading issue. Back when I had Windows xp It loaded fine.
