Text overlay

I am helping a user on Acrobat Reader that has a document that won't display text properly.  For example,

The text appears like this

However, when she clicks on it once, the text changes to display like this:

Finally, when she highlights the text, it displays like this

This is how the entire document appears.  This does not happen on all documents and other users using Adobe Acrobat DC do not have this issue viewing the same document.

How do I fix this?
