The wizard appears even though the application is not running.

A wizard to select the language will appear on its own, as shown in the following image.

When Japanese is specified, the display disappears, but it reappears at random times.
Does anyone know the cause or solution?
I tried reinstalling the application to see if it would solve the problem, but it did not.
