This PDF file can't be opened with Adobe Acrobat Reader

The attached PDF file can't be opened with Adobe Acrobat Reader for Windows. However, it can be opened with Google Chrome, Mozilla Firefox, LibreOffice, OnlyOffice and UPDF.

 

Please, can you correct this bug?

@alberto_5542 Many government agencies or companies create a PDF. And Adobe has a security feature called Protected Mode at Startup (or Enhanced Security) that can block files it deems suspicious. Yeah, it was created by a government or a business, but sometimes, if the PDF was generated by an unknown third-party tool or came from an unusual source, Acrobat Reader's enhanced security might be preventing it from loading.
