Traditional Chinese language won't work

Hi

I have Reader DC. Traditional Chinese language text cannot be edited or moved on a PDF document. I get the error telling me to install the language pack.

When I try to install the language pack it then says that Adobe reader is not installed on the computer... What the???

I have tried the cleaner and then installing the continuous Asian language pack. I still have the same issue.
