Unable to access the highlighter in a PDF document

Good Morning,

I have no access to the highlighter section of the Adobe Acrobat Reader DC ...I am able to access all the other functions in Adobe Acrobat Reader DC such as adding text or number into my document paint brush, pen but every time I click on the highlighter and the color is changed to Yellow but it will not highlight any of the document no mater where I place the highlighter.

Please help.

    Can you select individual bits of text with the select tool? If not, that more than likely means that the pdf was created using a scanned image so there is no live text to highlight.

    There are workarounds using the drawing tools but they're a bit of a pain.

    Can you tell me how to work around this process to highlight the dimensions and the section views on a print.

    Open pdf, go to commenting tools>Drawing markups. Choose the draw rectangle tool. Draw a rectangle around what you want to hightlight. It will just be a box at this point. Select and right-click the box, choose "Properties from the drop-down. Set the "color" to the highlight color you want. Set the "Fill" color the same. Play with the opacity until you get it where you want it. Then click the box that says "Make properties default" so you don't have to do all of that for every highlight afterward.
