Unable to install Acrobat Reader DC or Creative Cloud

Fails during network download - reached about 15% download of CC then dies with P201 error.

Tried all the P201 error suggestions.  None of them work.

Using AT&T wireless network, network works fine with anything else on upload/download.

Dell Optiplex, with 500 Gbyte solid state memory, very fast.

Configured firewall to accept CC and Acrobat.

I've wasted a day trying to install some version of Acrobat, now find I cannot open any PDF files.

At least my income does not depend on getting this working, but I do need to read and make PDF files.

Word knows how to generate PDF from Word, but it cannot display PDF or help me with legal signings.
