Unable to Measure Lines at An Angle on PDF

Recently my measure tool has stopped allowing me to measure the distance of a line at any angle other than vertical or horizontal on the PDF page.

I have tried the repair tool and reinstalled Adobe Acrobat Reader to no avail...

Any help would be greatly appreciated

I had the same issue. After much trial and error I was able to measure at an angle by turning "ortho" off. You can do that by right clicking as you are measuring, or in preferences/measuring (2d).
