A few questions:

  • Is this with one document or with all documents?
  • Did it come from a government website?
  • What is your OS and version? 
  • Are you on macOS, Windows, Android, or iOS?
  • Are you using Adobe Acrobat Reader as your PDF viewer? If yes, then which version?

●I tried it on windows and android too. Still cant be open.

Many government forms were created with LiveCycle and cannot be opened on mobile devices, which is what I suspected at first. But they do open on Windows.

 

Since it's a government website, can you give us the Form Number and/or a link to the site so we can try opening it? We might be able to see what is going on.
