Unable to preview PDF files in Windows 10 file explorer

I have at least three computers in my network that scan frequently and heavily. They rely upon the preview function to identify files and move them accordingly and it slows them down to open the files. For some reason, the preview function has stopped working in Windows 10 File Explorer. It will work on my machine and several others just not these heavy scanners/users. I have uninstalled and reinstalled, updated the version, checked the permission to allow preview in the app, and even mirrored their settings to my own. I also cleared the temp files No matter what I do I cannot get this preview to work. Any suggestions are appreciated. I am at a loss at this point.
