Unable to safe signature in "Fill and Sign" due to a with folder "\Security"

We do have the problem here that our users are no longer able to save the signatures they use in "Fill & Sign". We found out that the source of the problems is the folder "\Security" which cannot be accessed, deleted and so on (like taking ownership as an Admin):
