Unable to zoom on secondary monitor

Just recently I had a user start experiencing issues with trying to zoom in Adobe Acrobat Reader DC.  He can zoom in and out on PDF's on the monitor that is set to be his primary monitor in Windows settings but not on his other monitor.  When we change the primary monitor we still have the same issue of still not being able to zoom on the non primary monitor.  I have run all Windows and Dell updates.  I replaced the monitors to take out a monitor issue.  He was on version 2019.021.20048 and he noticed the issue right after this version was released.  I uninstalled and installed the previous version 2019.021.20047 and still had the same issue.  The zoom percentage at the top of the window shows that it is changing but the actual PDF size is not changing.  What could be causing this and what could fix it?

    Thanks for reporting this. 

    Looking at the description given above, it seems that Zoom In and Out is only working with primary monitor, even though you change the monitor preferences its still not working with non primary monitor. 

    Since you have already tried uninstalling and reinstalling the application. Would you please try the following steps-

    1- For testing purpose 

    Navigate to Reader>Edit>Preferences>Security (Enhanced)>disable "Protected Mode at Startup" and "Enhanced Security">OK>Reboot Reader

    Note: Changing the above security settings could pose security risks. We suggest you to turn it back On once you are done with testing.

    2- Check with a different pdf file as well and for better understanding please share a sample video where we can see this unexpected behavior of  Adobe Reader.
