Unsigned Digital Signature Properties Became Read Only and Protected

I have a pdf document that requires 2 signatures. One is non digital and another digital (final).

When the preparer signs off using fill and sign and then saves the file, the second unsigned digital signature box becomes protected and read only.

Anyone have any idea what's causing this?

This happens when you use Fill & Sign.

Is there any way around this since we need to set the digital signature's properties when the pdf file is first prepared?
