unwanted highlight notice

Startng 2-3 weeks ago when I open a pdf half if it is  obscured by a rectangle babbling about now you can highlight. How do i get rid of that thing?  thank you.

I struggled with this for hours, including iistalling an older version of Reader which adobe promptly wrote over, then I remembered hearing about substitute profucts, installed foxit, problen solved.
