Use of second screen and loss of rotation function

We are a business and all of our computers have been automatically updated to the latest version 2019.008.20071.   We use two screens, however since the update if we drag a PDF to the second screen to view two documents at the same time the PDF freezes and has the circle whirling during which time you cannot view or amend any PDF documents.  In addition the old version had a rotation function and whilst the circle is still there you can no longer rotate which is also causing issues when drafting plans.  Is there a fix for either of these issues and is anyone experiencing similar problems?
