Used to be able to select text, now it selects a rectangle

I have searched and found other people describing the same issue but their solutions never work for me.  The person who described it best was: https://community.adobe.com/t5/acrobat-reader-discussions/select-tool-not-working-properly-for-text-selection/m-p/13329965

That solution did not work for me. I also tried turning off security settings as another poster recommended.  I uninstalled and reinstalled Acrobat Reader.  It neither works with a downloaded file nor within a browser.
