Users Noting Various Issues Since Update to Version 22

I've got a couple of issues that I have users complaining about.
The first is that the Save icon is not "Save As". We have reports generating a PDF file, the user does not need to edit these reports, but has a need to save them locally after they are generated. They can navigate to Save As and use it successfully, but they're stating the previous version would allow them to click the save icon and get the Save As dialog to save the file without any changes to it. Is it possible to set that as the default save icon in the toolbar?
The second is that the Tools Pane on the right side opens by default, they'd prefer it to open minimized. Is there an option for that? I can edit reg keys if necessary.
Finally, is there a way to disable the print and email options? I've seen where you can lock down a PDF when it's created, but they would prefer no users are able to print or email documents.
