Using Multiple Languages For Adobe Acrobat Reader DC Within A Microsoft RDS Setup

Is it possible to use an alternative language for Acrobat Reader DC within a Microsoft RDS setup (Windows Server 2016)?

We have users in London and Paris and have installed the French language pack for Windows Server 2016.  Our user in Paris have changed the OS language to French and for the most part this works fine.  However, Acrobat Reader DC is in English.  I have tried changing the settings in Reader DC but they don't apply.

Any ideas?
