Weird Fonts appear when I download PDF with IE 11

I use Windows 7  IE Explorer 11 and Acrobat Reader DC.  For some reason when I download a PDF from my one company, I get these characters all over the page.  If I use Chrome for the same company I have no issue.  So I believe it is a Internet explorer issue.  I have tried changing the compatibility setting and that doesn't effect it..  Any help would be appreciated.

    As per the description mentioned above, garbled text appears when trying to read a pdf in Internet Explorer, is that correct?
