Why can't I enter data in fillable PDF form

I created an enterable PDF form. I can enter when I am in acrobat but when I save it and then open in Reader, I am not able to enter data. Is there a specific way that I have to save the PDF. I would like to add these forms to my website so that users can enter the data and them the form and attachment it and send it back to me

    What version of Reader? What happens when you attempt to enter data into it? Are you opening the file directly in Reader or are you actually opening it in a browser window?

    When I open in the reader I see the fillable fields and it let me enter - when I open in a browser, there are no enterable fields

    Don't open the file in the browser, then... Many browsers have their own (usually sub-standard) PDF plugins now. For best results you should avoid using them when it comes to form fields, scripts, etc. They're only good for viewing static PDF files.
