Why can't I open and read comments?

I have ADOBE Acrobat DC and ADOBE Reader DC. My company is sending me PDF files with comments. but I cannot read them. The bubbles/balloons don't open, and there are no comments down the side, either.

The file is not flattened. WHY can't I see the comments?

    Hi Geeveeman,

    Please go through the help document Managing comments, Adobe Acrobat  and see if that helps.

    Also, The file that you have received, please check the properties of the file whether you have permission to access comments or not?

    Open file> Right click> Document properties>Security
