Why do sticky notes disappear when nothing is written on them?

The latest update (2022.003.20310) introduced a change: "Acrobat detects a blank sticky note added and removes it" (https://helpx.adobe.com/acrobat/using/whats-new.html)

The sticky note remains there only if text is added to it immediately after creation before clicking somewhere else on the document. This is a terrible idea. How to disable the behavior?
