Why doesn't "Find" work with small font?

I received a recent pdf from a company I've worked with before. This pdf has a unique problem. On the 1st two pages a larger font had been used and the "find" function works. On the other pages a smaller font is used and "find" does not work. It just said the search string not found. Can I fix this or must I go back to the creator of the pdf?

    How was the PDF created? Was it scanned in and then OCR'd? It almost sounds like the "text" you are looking at is an image of text or outlines of text and not editable text at all.
