Window resizes when opening document

First, I have a 4K display and a lot of aps don't make very smart choices when presented with that size display.  Acrobat Reader sometimes, but not always opens documents very large on the display.  That is bad enough for a single document, that gets opened at 250% and covers most of the display, even though it makes no sense.  But what is worse is that often I keep Acrobat Reader open in the desktop with maybe three or four documents in tabs, sized appropriately for my work environment.  Then I open another document and it happens to be one that Acrobat reader thinks ought to fill 75% of the desktop, so it resizes the whole app to that size.  After I close the document, the app is still occupying 75% of my desktop, still handling the documents that were previously open that I may need to refer to for several more hours (or days).  So I have to shrink it back down to size again.

Is there a way for it to not resize?  Even if it is the first document and the app is just launching, I'd rather have it open to the size it was open to last rather than guess how bit it ought to be.  Because as often as not its guess is very stupid.  I could see wanting to open to 100% if the screen size would hold it, but opening a document that doesn't have a lot of fine detail at something like 250% or 400% just because the desktop is large enough makes absolutely no sense.  I have a 4K 55 inch monitor not so I can see 12 point type with 1 inch high letters, but because I probably have 12 application open on different parts of it.

    You promised a fix nearly five years ago and still nothing!  What is being done?
