CC libraries not loading in illustrator (28.3) only

I am getting extremely elongated onions because illustrator is not loading CC libraries... tried to reboot computer, tried to reinstall illustrator... please help

 

Yes it's only illustrator

Monterray/ Mac (intel) / MBP mid 2015

Latest Adobe updates

It's synced

When I try to do something in burgermenu of the illustrator cc libraries  I can see it is working, but just not displaying anything...

 

Please help 🙂

I've had this problem for the last month or so. It eventually remedies itself after a bunch of restarts, but it's super disruptive when you're heavily reliant on the libraries feature.
