Adobe PDF Service merge file count limit

I noticed in the documentation that we can use the API to merge up to 20 PDFs at a time. This appeared to be working up until recently; now, we are able to merge at most 15 documents at a time. Is this a change, a new issue, or are others noticing this?

    Do you have sample code you can share with me demonstrating this? If you can zip up a code sample and 15  plus PDFs, I can try to replicate here. Obviously don't give me your credentials.

    I am using the Microsoft Power Automate connector, so I don't have a code sample for you. I've spent the last couple of days chasing a vague 400 response saying the JSON is invalid from the API, and after extensive troubleshooting I can get it to merge 15 files in several different scenarios. As soon as I add a 16th file to the mix the 400 error comes back
