Adobe PDF Services "Merge PDFs" action in Power Automate is failing with error code "PASSWORD_PROTECTED", but there are no passwords on the document.

I can view them in Acrobat there are no restrictions or passwords. I can also merge the PDFs with the Edge browser. Is there another protection I should be looking out for? For context the documents that always fail are university transcripts.
